Today the Illinois State Police released the Emergency Rules for the Gun Dealer Licensing Certification Act (GDLCA). These rules will be heard by the Joint Commission on Administrative Rules (JCAR) on February 18, 2020.

In the New Year there will be a bevy of new laws facing Illinois Citizens. One new law that Gun Owners should pay close attention to is PA 101-0027, the Cannabis Regulation and Tax Act. This new law allows Illinois citizens over twenty-one the ability to purchase and consume cannabis recreationally. Illinois citizens have had the ability to purchase and consume cannabis for medical reasons for five years. There is a difference between the purchase and use of Medical Cannabis and Recreational Cannabis as it relates to your lawful rights to own and possess a firearm in Illinois.

Chatsworth, IL – Nearly $30 million in funds generated by user fees that should be used to reduce the wait time for FOID card applications and for the administration of the Illinois Concealed Carry License (ICCL) program has been diverted to general state spending according to Richard Pearson, Executive Director of the Illinois State Rifle Association.
The recent revelations regarding fund sweeps of monies from the Firearms Service Fund and the State Police Operations Fund are a travesty against law-abiding gun owners in Illinois.
Nearly $30 million in funds generated by user fees that should be used to reduce the wait time for FOID card applications and for the administration of the Concealed Carry program in Illinois has been diverted to general state spending.

Democrats are having a free-for-all in Virginia after their big win this fall. Another ridiculous bill has been prefiled to be printed on January 8, 2020. SB 64 outlaws firearms training, and could impact other group sports such as Krav Maga, Jiu-Jitsu, self-defense training, etc. The bill is designed to prohibit paramilitary activity (read that “citizen militias”). But as it stands, it would do a lot more. And turn law abiding Virginians into felons with a snap of the handcuffs.

This is my Part 2 follow-up to the article I wrote on Mandatory ISP Compliance for Expired, Suspended and Revoked FOID Cards.
While my last article drew hundreds of comments on this topic, one of the more serious comments of concern was; “If my FOID card does become expired, suspended or revoked, how does the ISP determine what firearms I own when a firearm disposition investigation begins?”

The ISRA Annual Sighting-In-Day (SID) will be held on Saturday, October 19, 2019, from 9:30-3:30. The ISRA Range offers this event every year as a public service to the community. Aside from sighting-in your firearms, we provide this service in the interest of firearm safety. We check in all firearms and make sure the ammunition is correct, sights are mounted properly and make certain you know how to operate your firearm. While Sighting-In-Day is designed for hunters, we have many people who have purchased a firearm but have never fired it. They are also welcome to come spend the day and see our Range. This is a chance for the ISRA to meet the gun owning community.
The Illinois State Rifle Association will sponsor a scaled down version of IGOLD on Tuesday, October 29th. The venue for the meeting is the Howlett Building Auditorium which only holds about 500 people. The purpose of this event is to stop in and see your State Senator and ask them to vote NO on SB1966. If it passes the Senate, the Governor will surely sign it. As long as you are there, take time to go see your State Representative. If you are unable to be present, please call your State Senator and State Representative from your home or work.
BELLEVUE, WA – The Second Amendment Foundation has petitioned the Supreme Court of the United States to review a case challenging the State of Illinois’ ban on concealed carry by non-residents, asserting that without high court review, “virtually all Americans will be deprived of their full Second Amendment rights while in the State of Illinois, based on nothing more than their state of residence.”
Chatsworth, IL – Illinois State Rifle Association Executive Director Richard Pearson is issuing the following statement on the formation of the Illinois House Task Force on Gun Violence, which is comprised of 12 Republicans and 12 Democrats and is being asked to present a comprehensive bill for consideration to the full legislative body.
Senator Julie Morrison (D-Deerfield) has told everyone that she intends to call SB 1966 in either the 1st or 2nd Veto Session. 1st Veto Session is scheduled for October 28th, 29th and 30th; 2nd Veto Session is scheduled for November 12th, 13th and 14th.
SB 1966 does nothing to prevent those violating current law from accessing firearms.
As expected, the United States Court of Appeals for the Seventh Circuit ruled against us on August 29th, 2019, in the Matthew Wilson, et al., v. Cook County, et al., court case.
